Position Summary:

The Vice President for Financial Affairs serves as the Treasurer (as defined by Ohio Revised Code). Also serves on the President’s Executive Team as well as the College Leadership Team. This position is responsible for managing and overseeing the business aspects of the College’s operations and policies. As the College’s Chief Financial Officer, this position provides collaborative financial management leadership for the college; ensures the short-term and long-term fiscal health of the college; oversees the business practices of the college; and ensures that the budget is linked to and supports the College’s strategic plans.

Essential Duties and Responsibilities Include:
Financial Operations
  • Systems processes
  • Preparation of reports
  • Financial analysis
  • Provision of appropriate controls and audits
  • Prepares program cost analysis of instructional departments
Compliance
  • Financial regulatory
  • Legal, administrative, collectively bargained, contractual, procedural, and accounting standards.
Financial Reporting and Planning
  • Prepares and maintains long-term financial forecasts
  • Monitors both short and long-term internal and external financial operations developments
  • Develops, administers, and controls budget
  • Manages investments, property and liability insurance, purchasing, office services, copier and mail services, and records retention
  • Responsible for revenue projections, subsidy projections, salary and benefits projections, and fund balance projections
  • Approves budget transfers, purchase orders, and direct pays
  • Prepares presentations and motions Board of Trustees meetings
Budget Preparation
  • Provides financial and business recommendations to the President and Board of Trustees
  • Develops procedures that integrate business and strategic planning into the annual budget process
  • Uses a forecasting model to predict student enrollment
Investment, Cash, and Debt Management
  • Monitors cash flow and oversees investment activities to ensure appropriate supply of cash as highest possible yield on the idle funds while complying with statutory limitations on types of investments
  • Ensure the College has appropriate levels of reserves, as approved by our Board of Trustees
  • Ensures the timely collection of all accounts receivable.
  • Coordinates and monitors debt issuance with external financial advisors, bound counsel, etc.
  • Serves as an advocate for the College with rating agencies to ensure the highest possible rating
  • Manages and maintains property, casualty, and general liability insurance programs to assure full and continuous coverage
Business Services
  • Assists with updating College website information as applicable.
  • Assists with outside requests such as data surveys and public records requests.
  • Completes other related HR duties as assigned.
  • Negotiates contact and RFPs for property and liability insurance, auditors, bank accounts for College depository and investments, and grant agreements
  • Provides support and advice to the Terra College Foundation in the areas of investments, financial management, and fundraising.
General Supervision and Management
  • Helps others be productive, grow professionally, and meet the needs of the College
  • Identifies, recommends, and implements appropriate/necessary training and professional development for self and staff reporting to the position
  • Practices continuous improvement
  • Conducts and oversees work activity to increase efficiency of and improve the effectiveness and productivity of assigned areas
  • Creates and maintains a customer service culture, program, orientation, and focus for assigned areas
  • Completes other related duties as assigned.
Supervisory Responsibilities:
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.
  • Financial Services Team – Controller, Accounting Specialists, Cashiers, and Business Office Associate
Education and/or Work Experience:
  • Bachelor’s Degree in Business, Accounting, Finance, or related field required.
  • Master’s Degree in Business, Accounting, Finance, related field preferred.
  • 3-5 years in senior level financial/business management, preferably in a higher education institution.
  • Must be bondable.
Other Skills and Abilities:
  • Demonstrated ability to work cooperatively and collaboratively with college faculty, staff, administrators, and governing boards
  • Experience in operational and strategic planning, policy development, and financial analysis
  • Ability to effectively communicate ideas and information in written and oral format to administrative staff, professional colleagues, governing boards, and the general public in large or small group settings
  • Proven ability to effectively create and manage a multi-million-dollar budget and balance strategic, tactical, and operational priorities required
  • Specific state knowledge regarding Ohio Board of Regents, Ohio Attorney General, and Ohio State Auditor preferred
  • Demonstrated ability to multitask and manage in a dynamic, changing environment desired
  • Demonstrated leadership skills to motivate employees
  • Strong interpersonal skills
Certificates, Licenses, Registrations:
  • CPA certification is preferred.
