The Department of Civil, Construction, and Environmental Engineering offers undergraduate degrees in Civil Engineering, Construction Engineering, and Environmental Engineering. Graduate programs are offered with specialties in Computing and Systems, Construction Engineering, Water Resources, Coastal and Environmental Engineering, Structural Engineering and Mechanics, Transportation Systems and Materials, Geotechnical / Geoenvironmental Engineering, and Mechanics and Materials.
With over 53 faculty, more than 770 undergraduate students and over 300 graduate students, NC State University’s Department of Civil, Construction and Environmental Engineering (CCEE) is one of the largest departments in the country and more importantly, one of the best. In 2022, our Environmental Engineering and Civil Engineering degrees were ranked at 21st and 26th in the country, respectively.
At the graduate level we offer the traditional Master’s and Ph.D. degrees with the opportunity to specialize in a wide range of topics in civil, construction, and environmental engineering. We are also a leader in distance education. Students can earn a Master of Civil or Environmental Engineering degree without ever setting foot on campus. CCEE’s online Master of Civil Engineering program was ranked No. 4 in the country on US News & World Report’s 2022 Best Online Programs list.
Our research programs and facilities are world class. CCEE encourages active collaboration and cross-disciplinary activities and has a strong commitment to innovative research. The department partners with industry and government to conduct research at the cutting edge of science and technology. Our laboratories contain a variety of special equipment for research in construction materials, construction engineering, coastal processes, environmental engineering, hydraulics, soils, structures and mechanics, and transportation systems.

Essential Job Duties
The Post and Pre Award Specialist will focus mainly on Post-award administration with occasional responsibilities with Pre-Award administration. In this role, you’ll be a part of our research management team, ensuring the seamless fiscal and administrative oversight of sponsored research projects while contributing to proposal submissions for funding opportunities. Your efforts will directly support our faculty and their groundbreaking work.
Key Responsibilities:
- Manage the fiscal operations of sponsored research accounts, ensuring compliance with Cost Accounting Standards and sponsor terms and conditions.
- Handle submissions for Release Time, Summer Salary, and manage Cost Sharing requirements, including oversight of the TEARS Effort Reporting System.
- Proactively monitor project finances, identifying and resolving potential issues swiftly.
- Collaborate with faculty on budget forecasting and long-term financial planning.
- Provide solutions to fiscal management challenges across departments and units.
- Serve as a resource for faculty, addressing complex financial questions with clarity.
- Assist with pre-award activities, including the preparation and submission of grant proposals for funding opportunities.
- Foster strong relationships with faculty and staff to support efficient research operations.

Minimum Education and Experience
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in Accounting; or Associate’s degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
- Proficiency with computerized financial programs and standard software programs such as Google, Excel and Word.
- Excellent time management skills and the ability to multi-task in a busy, fast-paced office with frequent deadlines and interruptions.
- Knowledgeable and have experience in accounting principles and cost accounting standards.
- Effective communication both verbally and in writing with broad audiences with varying levels of responsibilities.
- Ability to maintain and manage accounting records of moderate variety and complexity, including preparation of financial reports.
Preferred Qualifications
- PeopleSoft Financials and HR experience
- Proficiency with Research Administrative Systems such as PINS, RADAR, Grants.gov, NSF Fastlane, PMR, TEARS, etc.
