We are seeking a Top Secret Control Office (TSCO) Operations Representative who plans, executes and manages the collateral Top Secret classified programs for the Johns Hopkins University Applied Physics Laboratory. The TSCO Representative will provide principal support on TS Information Systems, leveraging in-depth subject matter expertise to advise the Force Projection (FPS) & Asymmetric Operations (AOS) Sectors Executive and Program Manager leadership on regulations set by NAVSEA (SSBN & Trident II Program) Policies & Procedures, and NISPOM 32 CFR, Part 117. Collaborate with ZSG-002 Section Leadership and direct the TSCO Representatives on develop and implementing handling procedures for sensitive information and establish new accountability processes unique to collateral Top Secret Material Regulations and Accountability practices for JHU/APL within a Team environment. Manage all applicable FPS & AOS APL Staff with a Personal Clearance Level (PCL) & valid Need-to-Know (NTK) for access to program related collateral Top Secret material are vetted with the appropriate accesses for the processing & release of collateral Top Secret information. Keeping APL Leadership (Section and above) informed of any security concerns withing the oversite and protection of Top-Secret material.
- Your primary responsibility is to use a high level of professional communication and independent decision making to communicate with SECD/ZSG-002 Section Supervision to implement processing changes based on challenges addressed by Program Sponsors & Program Management within accordance of documented Policies & Procedures. Manage, advise, and implement daily workflow processes within a TSCO Team consisting of (3) additional TSCO Office Team members on daily workflow processes approved by the ZSG-002 Section Supervisor/TSCO, consisting of but not limited to: Changes to collateral TS Information accountability principals & practices based on changes within NAVSEA Policies & Procedures, Defense Counter Intelligence Agency (DCSA), U.S. Government / Military Program Sponsors, and the NISPOM 32 CFR Part 117.
- Serve as a back-up role to the Section Supervisor in regards to both approving time-off requests and serving as a proxy authority for e-time related issues. This attribute will require a high level of communication & independent decision making with both SECD Section and Group Leadership. And added level of trust and discretion is expected from this position.
- Use a high level of professional communication and independent decision making to communicate with SECD/ZSG-002 Section Supervision to implement processing changes based on challenges addressed by Program Sponsors & Program Management within accordance of documented Policies & Procedures.
- Provide frontline oversite to the TSCO Office Team to advise and train (both in-person and virtual) Program associated APL Sector Executive and Program Manager leadership on all regulations set by the NAVSEA SSBN Submarine Fleet & Trident II Missile Programs and NISPOM 32 CFR Part 117 in the form of formal APL SECD TSCO trainings. These trainings provide critical insight on the Classified Safe-Guarding’s, Derivative Classifications & Markings (unique to TS material), TSCO Representative expectations of TS users (as it pertains to collateral TS material accountability / all transmissions (external to the APL) / TS Destruction) and the over-arching expectations of APL’s UARC role within the NAVSEA Community.
Ensure that processes are created for annual onsite audits and inventories. Provide technical reviews of all applicable APL organizations and provides guidance on utilizing TS accountable information to ensure that all TS information can be located within applicable APL DCSA Approved Area(s) (DAA’s). Responsible for creating processes that ensures the accountability tracking modules and continuous receipting are accurate within NAVSEA/NISPOM/DCSA Regulatory Requirements for both physical TS classified material and TS classified Information Systems (I.S.) used to process, retain, classified information. It is the responsibility of the TSCO Representative to counsel, educate, and report any discrepancies requiring corrective actions to the Primary TSCO/SECD ZSG-002 Section Supervisor, Facility Security Officer (FSO) and the Executive Leadership Team with the required corrective actions.
Collaborate with ZSG-002 Section Leadership and direct the TSCO Representatives Team with the Design, Development, and Deployment of unique TSCO Trainings applicable to all TS Colleterial Program related APL Staff. These trainings provide critical insight on the Classified Safe-Guarding’s, Derivative Classifications & Markings (unique to TS material), TSCO Representative expectations of TS users (as it pertains to collateral TS material accountability / all transmissions (external to the APL) / TS Destruction) and the over-arching expectations of APL’s UARC role within the NAVSEA Community.
Serve as the alternate principal TSCO authority to the FSO Administrative Inquiry Team for any & all Information Spills and reportable incidents related to TSCO Operations & information to the Defense Counter Intelligence Security Agency (DCSA). (This includes but is not limited to) independently advising both the Top Secret Control Officer & FSO via official DCSA reporting processes of all facts involving the nature of the security incident and corrective actions based on the situation in concurrence with NAVSEA & NISPOM 32 CFR policies and regulations, initiating the interview process with all applicable APL parties involved, and conducting official APL communications with the effected program sponsor
Qualifications
You meet our minimum qualifications for the job if you...
- Have a Bachelor’s Degree or a minimum 3+ years of equivalent security related experience within the Industrial Security Professional Related Practices and Procedures for collateral TSCO operations environment.
- Proficient knowledge of all positions within the SECD/ZSG-002 Section (to include TSCO Accountability, Classified Destruction, NATO & CNWDI Briefings, and Classified Mailings Responsibilities and Processes).
- Effectively and responsibly support of the ZSG-002 Section Supervisor.
- Demonstrates the ability to work independently as a TSCO Representative involving all material related to TS policies and Procedures on behalf of the Johns Hopkins University (APL).
- Strong Knowledge of NAVSEA Policy and Procedures.
- Strong knowledge of Accountability Database Implementation and Destruction practices of classified material in accordance with National Security Agency (NSA), NISPOM 32 CFR Part 117.
- Proficient with the Security Information Management System (SIMS).
- Proficient with Defense Information System for Security (DISS) for granting accesses to Restricted Data (RD).
- Strong Computer and Office skills to include proficiency in Microsoft Word, Outlook and Excel.
- Ability to manage a large, combined decentralized but homogenized information management system that consists of a diversified set of functional users.
- Strong interpersonal skills with the ability to interact with all levels of APL staff, to include professional interaction and communication with the Defense Counter Intelligence Agency (DCSA) International Division, and U.S. Government Program Sponsors.
- Excellent organizational, follow through, and attention to detail skill-set.
- A valid state of residence driver's license that is in good standing with the MVA.
- communicate, orally and in writing.
- Are able to obtain Interim Top Secret level security clearance by your start date and can ultimately obtain Top Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
