The College and the District
The San Mateo County Community College District is home to Cañada College, College of San Mateo, and Skyline College. All three of our colleges are designated as Hispanic Serving Institutions (HSI) and Asian American and Native American Pacific Islander Serving Institutions (AANAPISI) enrolling approximately 32,000 students each academic year. The Position
The Human Resources Representative performs difficult and specialized administrative support in all areas of human resources, including recruitment, employment, orientation, benefits, compensation, staff development, collective bargaining, employee relations, and retiree services. The Human Resources Representative is expected to resolve problems and make independent decisions with minimal supervision. The employee provides policy and procedural information about Human Resources department services for active and retired employees, collective bargaining contract provisions. An extensive amount of public contact is required to respond to electronic and in-person inquiries concerning benefit programs, retirement plans, employment and contract rules and regulations, resource materials, policies and procedures. A high degree of independent judgment and creativity are required to select and apply policies and procedures to the resolution of minor and occasional major problems that arise. The consequences of errors in judgment can be costly in public relations, employee time, and money. A Human Resources Representative can direct the work student assistants and other staff as assigned.

Duties and Responsibilities
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position.     1. Exchanges information with active and retired employees, business representatives, other educational institutions, and others concerning District benefit programs; retirement plans, such as CalSTRS, CalPERS, 403(b), and 457 plans; collective bargaining; employment policies and procedures; employee records; surveys; employee training programs; and Human Resources department services
    2. Manages benefit administration processes by entering information in HRIS (Banner) to meet critical deadlines for payroll and benefits enrollments
    3. Confers with management staff to assist in implementing collective bargaining, benefit program, and retirement plan policy and procedural changes
    4. Makes presentations to small and large groups to provide training and orientation and to disseminate policy and procedural information
    5. Attends meetings, workshops and other events to obtain and provide current procedural and policy information
    6. Meets with employees individually and in groups to provide technical, policy, and procedural information pertaining to benefit programs, retirement plans, collective bargaining agreements, personnel files, referrals to outside agencies and organizations, and resignations and retirements
    7. Ensures collective bargaining agreements, policies and procedures, benefit programs, and retirement plans are in compliance with existing state and federal laws such as COBRAHIPAA, Affordable Care Act (ACA), and PEPRA
    8. Responds to and initiates inquiries regarding benefit programs and retirement plans
    9. Mediates problems between District employees and assigned benefit programs and retirement plans, and recommends resolutions within the guidelines of plans or following established precedents
    10. Conducts employee orientation sessions, benefit enrollments, and other employee information sessions to ensure that employees are enrolled in benefit programs and retirement plans in a timely basis
    11. Assists with development, planning, and implementation of benefits-related activities such as open enrollment, benefits fairs, and retirement workshops
    12. Develops, implements, and manages a District-wide Wellness Program for District employees and retirees
    13. Coordinates with Human Resources staff to schedule the recruitment/selection process for academic and classified employment, including development of and applicant testing, paper screening and interview process
    14. Assists in the ACA compliance process
    15. Responsible for monthly reporting of District-wide DMV Pull Notices
    16. Performs other related duties as assigned

 

Please note that the requirements of the position could change depending on the needs of the office. The employee could be assigned to other areas of Human Resources, including recruitment, applicant services, employment, orientation, compensation, staff development, retiree services, or a variety of other functions.

Minimum Qualifications
    • Associate’s degree in human resources administration, business administration, or a closely related field OR an equivalent combination of education and experience
    • Successful recent human resources experience of increasing responsibility in areas such as recruitment, selection, benefits administration, or classification and compensation
    • Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff
    • Demonstrated skill in respectful, sensitive, and discreet communication
    • Experience with the organization and implementation of various complex office procedures and forms
    • Experience with training and leading the work of others
    • Experience with the use of a database and a variety of computer software to compose and prepare correspondence, reports, presentations, and other written materials
    • Experience setting up and maintaining confidential and other electronic and manual file systems
    • Experience with research and compiling data for, formatting, and preparing statistical, financial and other reports
    • Demonstrated skill in multi-tasking, prioritizing workloads, and working independently
    • Demonstrated skill in oral and written communication
    • Demonstrated skill in working as part of a customer service team

 

 
Knowledge, Skills and Abilities
  1. Knowledge of benefit programs, retirement plans, employment services, and data maintenance generally associated with a central human resources department
  2. Knowledge of office organizational procedures, including workflow, current office equipment, supplies, file systems, and computer applications
  3. Skill in multi-tasking and workload prioritizing under deadline pressure, using independent judgment for decision-making
  4. Skill in use of the Microsoft Office Suite, Adobe Creative Suite, and web-based content management systems
  5. Skill in respectful, tactful and sensitive interaction with people who are diverse in their academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds
  6. Skill in project and event planning
  7. Skill in oral communication, including public speaking and giving clear and concise instructions

Physical Requirements
This classification requires manual dexterity, the use of a keyboard and mouse for extended periods of time; pushing, pulling, reaching, moving objects of moderate weight; and driving a motor vehicle to off-site location in order to perform the essential functions.

Preferred Qualifications  
Benefits
Benefits include paid holidays, vacation and sick leave. The District pays all or a portion of monthly medical plan premiums (depending on the coverage) and pays all of the monthly dental and vision plan premiums for employees and eligible dependents. Additional paid benefits include life insurance, salary continuance insurance, and an Employee Assistance Program. Classified employees participate in the Public Employees’ Retirement System, a defined-benefit retirement plan through the State of California. Optional tax-deferred 403(b) and 457 retirement plans are also available.
