Job Summary

Under general supervision of the Associate Vice Chancellor, Economic Opportunity, the Chief Deputy, Economic Opportunity assists in strategy creation and execution related to economic mobility, labor market information and analysis, and business engagement.
 
The Economic Opportunity team will create projects and products that advance the goals and mission of the college, influence the future of work on a regional and state level, develop opportunities for economic mobility, and support innovation for the college and the community. This position will interface with industry executives, decision-makers, and other stakeholders to create unique opportunities and value propositions. This role is responsible for:
  • Developing and executing strategic plans to enhance economic mobility and fostering a thriving local economy through innovative workforce development initiatives, industry partnerships, and entrepreneurship programs.
  • Overseeing comprehensive labor market analysis to identify emerging trends, skill gaps, and opportunities for curriculum development and training programs that align with the needs of employers and the community.
  • Cultivating strong relationships with employers, industry leaders, government agencies, and community stakeholders to foster collaboration and ensure that college programs are responsive to the evolving needs of the workforce, ultimately leading to increased job placement and economic growth.
 
Required Knowledge, Skills, and Abilities
 
  • Knowledge of the purpose of community colleges, the vision of Dallas College, and understanding of how a national scope of work for a community college can influence the future of work for all stakeholders.
  • Experience managing change initiatives including knowledge and skill in process improvement, project planning, conflict resolution, team building, customer service, and data-based decision-making concepts.
  • Knowledge of current research and policy recommendations as well as state and national initiatives designed to promote workforce development.
  • Experience in strategic planning, assessment of program(s) effectiveness, and development of guidelines to improve the educational and career outcomes.
  • Experience deploying data-informed and results oriented programs and support.
  • Experience in working on industry-related talent supply chain initiatives.
  • Demonstrated ability to write and use prior learning assessments.
  • Comfortable communicating with and pitching ideas to all levels of the organization.
  • Highly responsive to email and other communications, working well with highly demanding strategic partners and team members around the country.
  • Works quickly and efficiently.
  • Experience analyzing industry-recognized certifications or other credentials; collaboration with professional associations and/or certification bodies.
  • Self-directed, quick learner.
 
Physical Requirements

Minimum Qualifications
  • Master’s degree plus three (3) years of relevant experience in higher education, or bachelor’s degree plus four (4) years of relevant experience in higher education
  • Official transcripts required.
  • Demonstrated organizational, planning, and/or project management experience.
  • Must be willing to travel as needed.
  • Must have a current and valid Texas driver’s license.
  • Proven track record of securing and managing high-value partnerships.
  • Demonstrated ability to build trust and rapport with stakeholders at all levels of seniority and influence.
  • Excellent communication, presentation, negotiation, and interpersonal skills,
  • Strong strategic thinking, problem solving, analytical, and project management skills.
  • Ability to work independently and collaboratively in a fast-paced and dynamic environment.
  • Passionate about the organization’s mission and vision.
  • Bilingual or multilingual preferred.

Key Responsibilities
 
  • Ability to develop and implement strategic plans to promote economic mobility, foster a thriving economy, and stimulate economic development within the community served by the college.
  • Knowledge of workforce development principles, including curriculum design, skill assessment, and training program evaluation, to address the evolving needs of the labor market and enhance employability.
  • Monitor and evaluate labor market analysis, economic impact assessments, and trend forecasting to inform decision-making and program development aimed at maximizing economic opportunities for students and the community.
  • Strong skills in building and maintaining partnerships with employers, industry associations, government agencies, and community organizations to facilitate collaboration and develop initiatives that support economic growth and workforce development.
  • Collaborate with internal teams, to ensure effective coordination and integration of partnership activities and deliverables.
  • Monitor and evaluate the performance and outcomes of the innovation and business strategy group, using data and feedback to inform decision making and continuous improvement.
  • Represent the College at external events and meetings, showcasing the organization’s brand and value proposition.
  • Research and analyze industry trends and emerging technologies.
  • Think out of the box for new ways to innovate and bring new opportunities to the college.
  • Engage with community stakeholders, including residents, business owners, and elected officials, to advocate for policies and initiatives that promote economic growth and prosperity.
  • Excellent written and verbal communication skills to convey complex economic concepts, strategic plans, and program outcomes to a variety of audiences, including college leadership, stakeholders, and the broader community.
  • Strong leadership skills with the ability to inspire and motivate teams, foster a culture of innovation and collaboration, and lead change initiatives to drive economic development and enhance economic mobility within the community.
  • Utilizes strategic thinking and tactical planning to achieve the objectives of the team.
  • Provides reporting, documentation, and follow-up with projects.
  • Comfortable presenting to executive leadership.
  • Completes required Dallas College Professional Development training hours per academic year.
  • Performs other duties as assigned.
