The Budget officer provides direction for all aspects of the operating budget process for the college, including planning, preparation, management and monitoring of the annual operating and capital budgets. Plan, organize, manage and administer the Budget Office. Develops budgetary policies and guidelines to meet college’s financial goals. Deploy accepted standards and practices related to budget performance and strategic planning. Conducts complex budgetary, financial and operational analyses.
Minimum Qualifications
EDUCATION AND EXPERIENCE
- Bachelor’s degree in Accounting, Finance, Business Administration or related required.
- Five years of financial management and/or accounting experience in an accounting, business or finance environment required
- Supervisory experience preferred
- Master’s degree preferred

- Provides leadership to develop, coordinate and monitor the operating and capital budgets.
- Provides budget updates and projections to the Vice President of Financial Services & Operations for presentation to the Board of Trustees.
- Provide support to the Vice President of Financial Services & Operations in the areas of budgetary planning, development and analysis.
- Conduct complex budgetary analysis; prepare analysis of revenue and expenditure data for use in budgetary evaluation and projections.
- Direct all phases of budgetary functions, including developing the annual budget process and timeline, compilation and analysis of budget requests as it is submitted and submission of the operating and capital budget requests to County’s Office of Management and Budget.
- Partner with the Vice President for Financial Services & Operations to implement and define budget parameters that allows for accountability and aligns with the college’s strategic plan.
- Maintain proper internal budgeting policies and procedures for the college.
- Serves as a resource to budget staff, college’s departments and others in interpreting budgetary policies.
- Ensure policies and procedures are consistently implemented and communicated throughout the college.
- Provide guidance and explain information to departments, collaborate with department management regarding budget issues and strategies.
- Regularly meet with Controller to share information, discuss and resolve various financial issues.
- Regularly meet with the Compensation Manager concerning personnel issues that impact the college’s budget.
- Train, Supervise and evaluate the performance of assigned staff.
- Establishes work priorities/workflow and resolves management or personal issues.
- Establish and maintain working relationship with our local and state partners in regards to the budget
- Provide oversight and support to the Budget Analyst with Capital Projects financial/budget management.
- Performs other related duties as assigned

Job Requirements
PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
OTHER REQUIREMENTS
- Ability to communicate effectively in spoken and written standard English.
- As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
- A background investigation will be conducted prior to the offer of employment. A signed authorization for the release of personal information will be required if selected for an interview.
